i heard that cars 95 and older donot have to go to emmisions anymore. just wanted to know if that was true and if it is would i benifit me to cut out my cat and replace it with just a pipe?

starting inthe 70'* sometime Every Car needed to have a CAT by FED law.
You still need the CAT even if your state doesn't test for it. Its still a FED law.
If you think your CAT is bad or dieing just replace it with a High Flow one.
