What are the restrictions for modifications?

The pulley can be swapped, but it must be pressed on and off, unless you replace it with an interchangeable pulley system.

Is this car going to be street driven also?

Running a L67 with no knock sensor while trying to create more boost is a sure fire way to kill this engine. That knock senor is there for a reason. Leave it alone.

If they don't allow you to change pulley size on the supercharger, what makes you think that they will let you change the crank pulley size? Again, if you change either one to make the */C spin faster, this again, will destroy your engine all because you choose not to use the knock sensor.

But I'll disappoint you now, you won't push that Buick into the 13'* on a stock pulley using the standards/rules you are governed by.

this car is a race car
nhra has the pulley dia. for the supercharger but not for the chank
the knock senor removed is to try to make the car consistent, if i drove this on the street yes it would be hook up
this car can only run race gas
i am just trying to put this in the 13s without going into the engine
i have been drag racing for 58 years, this is for fun
i have a nhra stock car 71 mustang 429 E/SA that runs 10.4 at 125 and a super stock 83 tbird GT/LA that runs 9.90 at 134
but i need your help

But you are missing the point of the knock sensor. It is design to prevent pre-detonation by pulling your ignition timing. If you completely remove it, you will cause the PCM to fall back to a pre-set "SAFE" ignition table. Thusly causing LOW POWER by DEFAULT.

And again, pulley size. If you leave the */C pulley size alone, but increase the size of the crank pulley, you are still increasing the speed of the */C. Technically, this would not be illegal to NHRA standards, but you are still increasing knock. If the PCM doesn't see the knock sensor and detect 'knock" it will continue dumping fuel and you will burn a piston out.

You want to push a Buick into 13'*, but not modify the engine at all? You're smoking crack, and knock kills...engines.

I understand you have been in the racing scene for 58 years, but you are OLD SCHOOL. You are now in the computer controlled engine scheme. There are no points, distributors etc on these newer engines. And if you want our help, you will have to play by the rules given by NHRA and what we tell you. If you don't listen to what we suggest, then you are wasting our time.

How is your traction off the line with the slicks? If you can't launch wide open without spinning, could you strip the interior and put ballasts up front to shift weight over the drive wheels?

Plug it back in and modify with programmer? Can I come over and just shoot your engine for you? I'm closing this thread due to the fact that you are not listening to what is being said and you are just going to do what you want anyway. Stop wasting our time.
