Default trans.wont shift

I have a 1989 olds calais with 2.3 liter quad-4,i have changed fluid and filter and added correct amount of trans.fluid.it moves forward and reverse but when i drive down the road it will not shift into drive.

Hoave you replace the Transmission Modulator, if not that could be the problem because the part I mentioned controls the shifting in the trans. deathdealer thankyou for the info about the transmission modulator i did not think about that as being the problem that makes a lot of sense.I will give that a try.again thanks for the information.
