I don't believe there to be a primary, or secondary ignition problem as they will typically increase with heat. Once it goes from closed to open loop it allows for long term, and short term fuel trim% calculations. So, as long as the very basics are in good shape. I believe getting this system properly diagnosed shouldn't be too difficult (I hope) First place to start would be is there a check engine light on? If so you may be surprised to learn you don't need a code reader to flash the codes on a GM OBD1 system. It's fairly simple to do, and you can search "How to display codes on OBD1 GM Vehicles" If you have any difficulties we'll see how we can help.

That should be from open to closed loop.

Ya know if your car is running like a bag of crap, you normally start with a good tune up,
6 new correct plugs may have been installed...what about the wires ??? and the IAC +++?
