This morning I unhooked the throttle cable (outer section) from the holder. It gave enough slack so that arm that attaches to the cable could go as far back as It could go on its own- The rpms did not change. I then forced the arm backwards and still no change.

Also- the tachometer reads around 1500 and the innova code reader says 1475.

only thing left is the idle air valve...

or a vacuum leak
