Default p0650 code won't go away

I can't pass emissions as long as this stupid light is on, since in VA a light on is a instant failure.

I've checked all of my fuses, and they're all in good shape. I looked at the pcm, and I didn't know what I was looking at but it didn't look like anything was disconnected or frayed. What'* next to check?

Following the instructions on the post I i took the instrument cluster apart, so that I could test the circuits. I'm wondering if this would cause the problem:



don't know how clear it is in the picture, but one of the LED is completely melted down. This is the Service Engine Soon LED (right side of the dash). Would this cause the Service Vehicle Soon light (left side of the dash) to come on?

Nevermind, replaced the LED and still have the code.

Sold the car, couldn't find out what the problem was and just don't have the time.
