If you are just "dating" both of them, fine. If you are in a "relationship" (i.e. monogonous dating) with one and "dating" another, the one in the relationship "probably" has the right to know. But I will say that if there'* no ring on either finger then no one absolutely has to be told. But it'* the right/courteous thing to do.
The defining difference according to Chris. Others may disagree, that'* fine, post what your interpretation is, no hard feelings here.
With relationship maturity increasing as you go:
1) Dating: casual, no committment
2) Monogomous Dating (i.e. "relationship"): some commitment, common courtesy rules apply
3) Engaged: increased commitment, still not fully committmed, common courtesy rules are now mandatory
4) Married: highest level of commitment and maturity, don't even think about breaking the rules, common courtesy or otherwise

YOU need to make a choice. What you're doing is unfair to both. And it WILL bite you sooner or later.
Even if you make what you decide later was the WRONG choice, it was still the right choice.
