Operating system has nothing to do with BIOS--it'* accessed way before the OS comes into play.
Most computers will display a "press this key to enter setup" message at first boot--usually "delete" or "F2"
Some Compaq'* are different--when you see the little white square at the top right of screen, hit "F10"
IBM I think uses "F12"

What kind of PC do you have? Might be able to give you a more definitive answer

If I need to Access a bios and it doesn't say what to press to access it I press delete, then if that doesn't work I press F1 through F12, I have never not been able to access a bios this way, they are basically always an F button or delelte. Hope this helps.

i found that its f10 but i cant access the processor speed it greyed out why is that?

Either it is on auto, or your motherboard doesn't allow overclocking. Probably the latter.

Basically that means that the mainboard and BIOS are auto detecting your CPU specs, and there'* nothing that you can change.
Since you said you used F10 to get into BIOS, it sounds like you may have a Compaq?
If so, there'* very little that you can change in the BIOS anyway--that'* the downside of most "mass-produced" PCs--if you want to be able to tweak settings, you gotta dish out the extra bucks for a better quality mainboard (I run primarily Abit boards, but that'* just personal preference)

well thanx for the help i thought id try at least but its my first computer that i actually own my self and im building my own in a few months then i get to have some fun lol

Ya I wanted to overclock mine, but I think the motherboard won't let you. Plus it'* old. I know on some of the new motherboards will let with the P4'*, but you have to have an awesome cooling system, preferably the water cooled ones. I just got a mag. on overclocking and the overclocked a P4 to 600 Mhz it was supposed to be.
