DSL or Cable?

Most times DSL will sell you a "minimum" speed not maximum. You are gauranteed to get at least 256K, if you get faster (Ie closer to your Central Office) all the better. If your running cable your modem may be uncapped or the cable company may have some settings messed up.

Of course the alternative is your getting wrong readings, either by cached objects or something else.

Connection speed is what the line is CAPABLE of handling. Transfer rate is what you actually get.

I usually get a minimum of 1Mbps at home. I've never seen it lower.

Well, the theoretical speed of fiber is 9 terabits per second, but since we aren't running that, I'm sure you can get 3mbps out of a cable or dsl, but you will never download data at that speed.

During Napster'* 'golden years' I was able to download a 5mb MP3 in about 3-4 seconds. From the right user, of course. I always surfed the T3'*.

I've used Rogers High Speed Digital Cable for years now, never get under 10.0 Mbps connection rate with downloads of 1.5 Mbps and uploads of 185kbs on average....am on a good pipe with no interruptions or lag times.
