What happens when FedEx lists your package as damaged?

What happens when FedEx lists your package as damaged?
I bought FE2 swaybars and ELC components from another clubmember who was parting out an SSEi. FedEx was supposed to deliver them Friday. They didn't, and on Friday they updated the tracking to scheduled for Saturday. (Do they even deliver on Saturday?) They didn't deliver on Saturday. Monday rolled around, and the package is listed as "Delivery Exception, damaged, handling per shipper'* instructions." -I called. All FedEx can do on the phone is read me what their computer says. They tell me that if a package is damaged, but the contents are probably not damaged, they deliver it and you can file an insurance claim if it'* damaged. But if it'* a box full of broken glass or something, then they won't deliver it, and work out something with the sender for insurance.
It was also listed as scheduled for delivery today, but they didn't deliver it, and on the phone tonight, they said based on the computer status as damaged, handling per shipper'* instructions, they probably won't deliver it.
I can't imagine how a sway bar gets damaged in shipping, and I just want to see the thing and if it isn't damaged, convince them to give it to me. I'm going to go to the local FedEx location that has the package in the morning, and try to get it.
Does anyone here have any experience with what happens at FedEx if your package is listed as "damaged, handling per shipper'* instructions"???

I used to work at UPS, and any package we found that was "opened" (ripped, opened, etc) had to be reported to management as damaged, just in case.
