Also I just thought about it the jeep actually didnt have 9900 on it. It had more because ever since it was bought it had 33 in tires on it. The speeddometer is off by 6 MPH. Soooo does anyone know the conversion on this so I can find out the actual mileage?

The speedo will be off by a %, not a hard number. It'* off by 6 mph at what indicated speed?
It'll be:
Miles with original diameter tires + (miles indicated with 33" tires * (33/original tire diameter) = actual mileage
