Default Series II & Series III

What'* The difference between a Series II and a New Series III engine?
How did GM get another 20 horses out of it?
And why didn't GM put it into the SLE?

I believe they used a more polished, and ported version of the M90. Also some slight intake and exhaust differences.

The Series III SC wouldn't be a bad idea for the SLE, but then who would pay the extra for 15 more ponies?
