its because a lot of people were taught brackets then multiply (which is implied by the number 2 being next to the brackets) then divide

But multiplication IS NOT before division. It'* on the same level. People that were taught this were taught wrong and their teachers need to have their certification revoked.
PEMDAS and BODMAS are the same mnemonic in theory.

BEDMAS is not a rule, it was just to help you out remember the order
its like I before E except after C, but theres always an exception.

Also, for it to REALLY mean what you said it means, it would have to be written
48/(2(9+3))
Which it'* not.
