The fuse for the interior lights is the INT PRK fuse, located in the panel on the driver's side end of the instrument panel. Its right above the power door lock relay which is located bottom center. It is the left one of the two fuses just above this relay.

There is also a relay for interior lights labelled INAV PWR located in the center instrument panel utility block, located underneath the instrument panel to the left of the steering column,

There is also a CTSY LP fuse in the fuse block located in the engine compartment that feed interior lights. By your description this is the one you checked. Check the other two and let us know how you make out.

This is all listed in section 6 of the owner's manual. If you don't have one you can download it here:

i tried taking the relay out and put it back in and checked the fuse an the fuse is fine so i guess it might be a broken wire or something... any other ideas?

take the fuse out check the voltage, one should have it and one should not. check the resistance from the one that doesnt to the feed wire of the light, should be close to zero. most times the stock wires dont go bad unless someone messes with it. more times it the socket the fuse plugs into is loose or corroded.
