Not exactly sure what your statement means, but looking at the pic of the new rotor, those pads are above the top of the rotor, meaning that the rotor is too small....a pad should have full contact with the rotor......
Did you measure the diameter of the new rotor to the old one(actually all you have to do is lay one down on the other to see if they are the same)? They can't be the same......sounds like something was mis-packaged or you were just given the wrong rotor........

The new rotor is the one thats actually suppose to be on but the old one is too big and im not sure if that is correct or if i was to order the correct caliper bracket for the new one would that work or do i have to leave it like that and order a new rotor for the bigget one

Is this your 2005 GMC Envoy? Have you owned it since day 1?
What is the diameter of the old rotor? What is the diameter of the new rotor?
All you are doing is replacing rotors and pads right? If yes, it'* the WRONG rotor!

Yes its the 05 gmc envoy sle and my wife and i bought it in february. The old rotor is almost 13" and i replaced the rear rotors which were 12" im guessing because they fit on exactly the same way the old ones did. The new rotor is also 12" which the passenger side is the same and fit exactly on with no problem. So thats why im wondering if i order the bracket to fit the new rotor would that work. All three rotors fit but the driver side.

What about the RF rotor? Isn't it 13" also?
How many times do I have to tell you it'* the wrong rotor?
The top edge of your pad should be touching the top edge of the rotor.....in your picture it is not.....
Apparently there is more than one size rotor for your vehicle, which can be different for the base model, XL model, XUV model, etc. ......get the same size as your old one.....
