GM announces more recalls for ignition issues, 8.4 MILLION cars affected
Not much to say here, I bolded the sentence where it mentions the cars affected, for quick reference.

"General Motors announced six new recalls on Monday affecting 7.6 million vehicles in North America and 800,000 more overseas. So why, as a 2002 Chevrolet Monte Carlo SS owner, am I not receiving recall notices in the mail, etc.? Do I just call my local GM/Chevy dealer?

you can, they have a vin accessed data base and can tell you what has been done and what needs done. maybe they have not sent them. i guess its been in the news so much they figure why waste the paper. i have not received any for this round either.

By law they have to notify registered owners. When they detect a defect they have to notify the government in like five days. But they don't send the notices to the customers till they have a fix for the recall. I know Toyota as I work at the Toyota dealer sometime they know of a problem but don't have a fix for a couple months sometimes. But at Toyota we can look and tell if a specific vehicle will fall under that recall as soon as they know about the problem.
