Quick questions, on those intakes, is there a problem sucking up water. Sometimes we get really heavy rain here and the roads turn into rivers and I was wondering if that would be a problem???

How does the air filter mount? Does it just hang there in the opening or is there some sort of clamp to keep it from moving around?

Only if the water is deep enough to submerge the filter. Of course, by that point, your car is gonna be floating away...
