Rebuild antenna?

You have a problem. It won't go up or down because the nylon cord between the mast and the motor reel is broken. You need a new antenna or one from a wrecker.
If your mast is physically broken, you can buy a new one from www.gmpartsdirect.com for about 12 bucks. When I got my wrecker antenna for the same reason you need one, I also replaced the mast with a new one. You can do this entirely on your own.

I hit a dead end trying to replace only the core via ordering parts from the dealer; I _think_ that $12 purchase from GMPartsDirect refers to the outer mast, not the core, doesn't it?

That'* correct, Andy. The two hollow lower sections of the mast, and 2 new mast finials. One black, one chrome. Also the tool to make the swap, and the grease to re-lube it.
