Default best way of getting rid of minor rust

ok on my back driver side...at teh top of the curve for the wheel there is a little bit of rust forming...what is the best way to get rid of it? just sand it and touch up paint...?> any ideas...thanks....!

Is it through the metal or is it bubbling? Well I'd definitely try to sand it all out. You'd have to sand a bigger area than just the rust. Prime it and paint it again. If it'* just minor surface rust, you should be able to get rid of most or all of it, and the paint should hold up. My friend had some surface spots in 4 places and he sanded it and touched it up. That was a year ago and it still is perfect.
