Default REAR SEAT BELTS

ONE OF MY MY REAR SEATBELTS WILL NOT PULL OUT TO BE USED. IN ORDER FOR MY CAR TO PASS INSPECTION I NEED TO GET IT FIXED. THE GARAGE I WENT TO TOLD ME THEY COULD FIX IT, BUT IT WOULD HAVE BEEN $100. I DONT THINK SO!!! SO DOES ANYONE HAVE ANY ADVICE FOR ME? THANX

Your mechanism isnt releasing, probably have gunk in there hold it up. Try and get at it and clean it up. If the latch is worn then you'll have to replace the unit. You could try an auto wrecker for used parts?
