You don't have to have Paypal. Most sellers accept payment methods other than Paypal, too.

First thing you'll need is an ebay account.

i bought mine off ebay

you dont need a paypal, but it is handy for the down payment. get a user name and buy some cheap crap, like cell phone covers and what not, just so you arent buying a car with a (0) feedback. after winning the car, fill out all the ebay warrenty papers BEFORE you pick up the car just in case something goes bad on the way home.

umm theres tons more stuff, but i cant think right now

other than the basic stuff:

check the feeback of the seller
get a carfax, even if you cant find a free one, i mean we are talking about a car here

also, make sure the seller still has the car before you go to pick it up, talk about a bad deal, driving so far to find something not there.

if anything goes wrong, ebay does not have a phone number to call, its all email

ssesc93, are you talking about ebay for ANYTHING, or just for buying a car? Either way, if you are the winning bidder, generally you pay first and then the item you won is shipped to you. Ask the seller any and all questions about the item BEFORE you bid, because bids can only be retracted in certain situations... and once you win the auction, it is a legally binding contract. For a purchase as big as a car, I would want to speak with the seller extensively by phone at least (rather than only communicating by e-mail) before buying.

When looking for a car online, also make sure you check Autotrader.com, Cars.com, and the host of other regional & nationwide car classifieds. I know there are previous threads on BC about that topic.

And if there are other bidders, wait until the last 10 minutes or so to place your bid, that way, the price stays lower and the other ppl don't have time to rebid with a higher maximum.

Not a bad idea, but bidding in the last 10 minutes won't do much good if someone else is waiting until the last 2 minutes to place *their* bid. You can bid all the way down to the last second of an auction. You need to "snipe" your bid in if you want to almost *guarantee* you'll beat everyone else (although that doesn't mean your bid will be the highest). See Esnipe.com if you're interested in this. I am a big fan and user of that service.

That service is good and is what I use the most but it doesn't always work. I just lost something because the site couldn't get a good connection to Ebay. That would really suck if he wants this car really bad. I would wait til the end and then bid the maximum you are willing to pay just so you don't lose it if someone else bid higher than what is showing.
