Default Info on Defective FPR: '98-2000 Recall (L36 engines)

Not sure if I titled this right and will change as more info is obtained and it'* necessary, but I saw this blurb on local TV News last night:

Police Cruisers Pulled Off The Street After Two Explode

Looked it up this morning, but wasn't able to find the TSB they obliquely refer to in the report. Of course the news article itself is full of inaccuracies and bad statements, but thought we should look into it anyway.

I'll try and find more info as I get time today, but if anyone has knowledge or a copy of a TSB on this, please post it.

The article states '98-2000 and specifically says it'* not a recall, but a bulletin, after first saying that it was part of a recall.

....The part has been recalled and there are thousands of consumer versions of the same engine still on the street....

...The cars are not involved in a recall, but are part of a bulletin. Call your dealer if you own one of the cars...

It'* not 100% clear, but does indeed seem to affect only '98+.

It would be nice if we could find some more definite information for those that had not heard of it before (like myself).

Would I be wrong in saying this could be the cause of all those Grand Prix fires we hear about...or is that another problem?

OK, more info, from autosite . com / recalls. This does indeed apply to '98-2000, but not all vehicles. Only ones with a specific Delphi FPR. Here'* a text exerpt:

Campaign Number: 04V090000 Date: 2004-Feb-24

Component: Fuel System, Gasoline: Delivery

Defect Summary: ON CERTAIN PASSENGER VEHICLES EQUIPPED WITH 3800 V6 (L36) ENGINES AND CERTAIN DELPHI FUEL PRESSURE REGULATORS, THE REGULATORS HAVE A MUCH HIGHER THAN USUAL RATE OF FUEL LEAKS. A LEAK CAN ALLOW FUEL TO ENTER THE INTAKE MANIFOLD THROUGH A VACUUM LINE. IF THE ENGINE DOES NOT START WHEN CRANKED, THE FUEL FROM THE LEAKING REGULATOR AND A MISTIMED SPARK CAN CAUSE A BACKFIRE.

Consequence Summary: THE BACKFIRE CAN RUPTURE THE INTAKE MANIFOLD. THE RUPTURE OF THE INTAKE MANIFOLD CAN DISPLACE A FUEL LINE, PULLING AN INJECTOR OUT OF PLACE, AND CAUSING A FUEL LEAK AND POSSIBLE FIRE.

Corrective Summary: DEALERS WILL INSTALL NEW FUEL PRESSURE REGULATORS WITH IMPROVED DIAPHRAGMS. THE RECALL WILL BE CONDUCTED IN PHASED MAILINGS. PHASE 1 BEGAN ON JUNE 30, 2004, AND PHASE 2 BEGAN ON SEPTEMBER 30, 2004. OWNERS SHOULD CONTACT BUICK AT 1-866-608-8080, OLDSMOBILE AT 1-800-630-6537, OR PONTIAC AT 1-800-620-7668.
This does not apply to 1997 Bonnevilles.

jr's3800 and I strongly suspect the GP fires are directly related to the distribution block problems 2000SilverBullet suffered from. VERY hot. And who was that in Canada that lost his 2k? Same thing. GP'* and 2k Bonnevilles use the same distribution block.
