Same thing happened in my '97 Grand Prix,......the shift interlock in the shifter console also controls a solenoid/pin in the ignition switch.I'm pretty sure your car is in Park.....but the shift interlock(which is wearing out)is not signaling the metal solenoid pin in the ignition switch to release/pull up.If it'* anything like the system on a 97 Grand Prix,there should be a tiny round hole(plugged with a plastic plug) just below the ignition switch,....you need to insert a small object(nail,screw,etc)into the hole about an inch or so and push the solenoid lock-pin up until it 'clicks' into the retracted position.........then you can turn the ignition key fully to off,and the key will come out.
This may not be your problem,....but it sure sounds like it to me,......I hope for you that it'* something simpler.....'cause those shift interlock malfunctions in the shifter and ignition switch are a Biatch to replace.........
