Default Frozen Antifreeze?

I have a bottle of Preston Dex-Cool compatible seen here:

It'* been sitting on my cement garage floor as seen here:

The label says its good for -87 F and even though we've had windchills of -25F below 0, there'* no way the garage floor got lower than -87F. Now, I honestly do not think anyone has added water to this (anyone being my sons)... so imagine my surprise to find the bottle to be an antifreeze Slushie:

I didn't want to put this Slush in my car... am I storing this wrong? I guess I should maybe read the label... has anyone else had this problem?

if its mixed rigth IE. 50/50 or so, then it should not freeze like that :?

I'll have to have a friendly "mother-son and son" chat then to see if anyone'* been pilfering the coolant supply. If not, then perhaps a letter to the company will get me a replacement bottle.

I would test it with one of those Antifreeze Testers such as the one Prestone manufactures to see what the actual mix is.
