Man sucks to hear about your car....
Can you try to get the money for repair from the city?
I know up here if your car is damaged due to a pothole or something that the city is responsible for taking care of you can sue (take them to court) and have a chance at getting them to pay for you damages.
(EDIT: Might want to move this topic to "On the Road"...)
