Default Engine block drain plug and tee draining kit

Was wondering whether anyone ever loosened or removed the engine blocks drain plug for a more complete coolant drain? I was going to put new coolant in my 1992 SE and was just wonering if anyone ever did this before and if so where exactly is this plug.

I know that my father has a 1999 Park Avenue and he had a Prestone flushing tee installed in one of the hoses going into the heater core. When he opens the cap on that tee, after all the coolant is drained from the radiator, more than a gallon of extra coolant from inside the engine comes draining out - maybe slightly more.

In fact he did it just last weekend (living in Southern Florida he drains his coolant every year whether he needs it or not) and he drained a total of more than 2 1/4 gallons of old antifreeze - which is pretty good for a cooling system that requires probably 3 gallons or so of coolant total capacity.
