Default GM Genuine Parts Warranty Problem

Who should I contact about this?

I purchased a genuine GM clutch slave cylinder which was installed at the GM dealer. It was defective and shattered right on the lift (zero miles), requiring replacement of the part and 10 hours labor at $100/hour. I bought this GM part from another dealer via a third-party vendor. The dealer who installed it said both the part and the labor would be covered (12 mo / 12K mi). They needed the vendor'* receipt of their purchase of the clutch slave from the other GM dealer. This verified it was a genuine GM part, so was warrantied. I obtained all purchase receipts. When I supplied this documentation, the dealer reversed their position. I read the GM parts warranty information and it is clear, and the paper trail backs me up. Who should I contact about this expensive parts failure?
