First off, burnouts aren't really recommended. They're not great for your trans.

Technique: Yes, you'll have to use your e-brake to get any real smoke, and yes, you are going to drag your rear tires. There'* too much weight over the drive tires on these cars to lose traction completely.
With the e-brake on, hold the regular brake pedal with your left foot and use your right to rev the motor, just go ahead and floor it, then release the brake. You'll get big smoke, but you'll still drag your back tires across the lot, so don't do it very long, or often.
If you're trying to do a showy burnout/launch from a light, just skip the e-brake and be prepared for major torque steer.

Ahhh, the trick my friend is to disconnect the front wheel speed sensors and the wire going to the E-Brake.
You will lose your Stabilitrak and Antilock brakes but can drive fine if you ignore the dash warning lights.
Simply reconnect when done.

Then you should have no problem smoking them up goooooooood

I don't understand how brakes on tires that aren't moving can smoke.

Meanwhile you probably have a highway gear ratio that will hold back your burnout ability to a wimper..then couple that with what Silverbullet mentioned ..... nearing impossible w/o tricking the system.
