Not sure on your temps for the fans to kick on. But in the 95 era, pretty close they come on at 215 and like 225. Don't trust your gauge as it could be a few degrees off. They are only reference points.
If you have the stock t-stat of 195 you should normally run about 200-205 and if you swapped to a 180 you probably run about 185-190. That may help you figure out if your gauge is a little off.

Thanks for the reply,but it.* not the gagueif i let it sit there and run the temp will go all the way to the red before im forced to switch the a/c on to cool the engine down.
The fans just do not work unless a/c switched on.

Sounds like a bad switch somewhere.... when you turn on the AC the PCM sees this and calls for the fans to come on in low speed, then high speed... The PCM should function in a simmilar manner when the engine gets hot... I forget what switches there are that will controll this...
We need to know what the PCM is seeing and doing...
Maybe someone can answer this for me, but doesn't the PCM have its own temperature sensor, and well as a sensor for the gage cluster?
Possibly the one for the gage is functioning but the one for the PCM isn't... It would be good to see what temps the PCM is seeing... Being that the fans come on when you turn the AC on I believe that the PCM is doing its job, but it may be missing the correct temperature information...

The one thing I'm aware of that turns the fans on besides the AC telling the pcm is the temp sensor/thermocouple. You would need to find out from one of the 92 guys where it'* located on your particular model. Mine is located under the TB in the intake. It'* nicely done right between the TB and exhaust shield with just enough room to get to it with tools. I've replaced mine.
