another "my trunk is wet" topic

I have read up on alot of the past wet trunk topics and still have some questions.
I have a 1994 SE without sunroof, the only wet spots in the trunk are the back corners by the tail lights. I'm pretty sure it'* not the trunk seal as the carpet is always dry, it'* just the padding in those corners that is wet. My spare tire well is bone dry as is the padding around it. I checked the power antenna drain hose and it is running through the proper hole and i blew on it and it is unobstructed. Lastly i checked under my backseat and there was 3 cents, a pen, and a toothpick but no water thank god.
From this info does it sound like a leak around the tail lights? I have read that the 1992-1995'* are notorious for tail light leaks. how do you seal the tail lights?

Pull them out (the two outers only), and clean the weatherstripping and the painted metal on the car where it touches. Dry. Put a SMALL bead of silicone caulking around the face of the seal, and re-install.
