I had a similar situation where one day my compressor was working and the next compressor stopped and clutch would no longer engage in any mode.
Just by chance with the car running, I carefully started jiggling the wire and connector that goes onto the AC clutch and bingo it started working. There was a bad wire 4 inches up above connector, and once that was fixed, the connector was still bad. I found a new connector with a built in diode installed that and all is fine now.

Also to test that the magnetic AC clutch to ensure it was still working, I made a wire with the ac connector, and quickly connected it to the battery. The clutch engaged immediately. I only left it for a quick second connected, to ensure it would engage.

Sorry I should have stated that this is a similar situation to a diagnostic from my AC pump not the air compressor for suspension pump.
However if the connector is bad or pump wont run properly with a jumper the same diagnostic should apply. Find or fix the missing or improved ground. and definitely try with a jumper to battery if you can get pump working and work it backwards. Something is not grounded or getting power. Fuse> Relay? all ok?

I had to use the power plug from the old compressor. I just need to snip the old compressor wires long enough to be able to crimp them onto the new wires on the Arnott compressor color to color. Im thinking its maybe a relay. Do you know which one it is under the hood so I can test it and make sure that is not the issue or if it is the issue. Thanks and take care.
