Default right one?

A friend of mine is looking at buying a scanner for his '95 Monte Carlo ( my old car while the '93 was wrecked ) I realize that another cable would be needed to hook up to the '95, but is this the right scanner?

also, it is slug that makes cables for OBD 1.5 right?
