2000 Bonnie SSEI will not start.

2000 Bonneville SSEI will not start. When first cranked it will fire like it is going to start but then just cranks. If you let it sit a while and try again same thing happens it hits like it is going to run then just cranks. The car ran fine. I parked it to do some body work and the battery was out of the car for 2 months. The fuel rail has 40psi and goes up a little when cranking. There are no codes. The security light flashes when the door is opened and then goes on steady when the key is inserted. All indications look normal. While charging the battery the key got turned on and many lights on the dash flashed on and off if that could have screwed something up. I have a 02 SLE parts car that runs so I have spare parts on hand to try anything. Any help would be greatly appreciated. Car has 70,000 miles. Nothing under the hood was touched while doing body work.

40psi is a little low. You should have between 45 and 50. Have you changed your fuel filter?

Here's a long shot...but, its sound like your VATS system is engaged. Clean the ignition switch with a good electronics spray cleaner. Clean your key off with the same cleaner and wipe it dry. Try starting your car again.

Also...check all fuses. You're not suppose to charge the car's battery with the key on, and you might have blown a fuse or two.
