Default 1995 pontiac grand am se 6cyl

Recently had to dealer they did a new compu and said they did programming. But now the car runs worse. upon acceleration when the car goes into high rpm'* 4k+ it starts bogging down. also getting code 87 eeprom.
is this a programming error on the dealer?
They said its nothing they did.
They told me to replace the wires.
(oddly enough I put new ones before it when in)
And they came out with holes in them.(why would they put holes in my plug wires?
Very peculiar.
Little to no pontiac dealers or service centers around and dont know what to think or say to them.

if you had the 87 before and you still do, the code description says either eeprom fault or eeprom incorrectly installed. maybe they didnt program it right or used your old prom in a new pcm and thats the problem. hard to tell
