Default Which could it be?

I have a problem with the climate control system. When I checked if the blower is blowing at its highest speed (after 2 people mentioned it not blowing hard enough). I started on low and went up from there when I got to the second highest line and went to the highest line the speed stayed the same. So is it the control unit, the button, or the blower motor? :?

Disconnect the fan and apply 12V from the battery. If the fan goes high speed, change the blower control unit on top of the heater core under the maxifuse relay center.
