Flashing lights - brakes, dashboard, & front turn signals?

I have a 91. When I turn the ignition key ( I do not have to start the ignition ), the red rear brake lights, the front yellow left/right yellow lights flash on/off, and interior dash and car stereo lights start flashing bright-dim, bright-dim. I hear a flasher under the dashboard clicking on/off at about a one second cycle. It goes about a minute, stops a second or two, then starts up again. Hazard lights work normally flashing all front and rear yellow lights.

This started a couple of days ago. The car leaks when it rains on the drivers side. However, I would expect a short or corrosion to just kill things rather than make a flasher control lights at a steady one second rate?

Thanks in advance for any tips or suggestions,

-Ed

There is a little momentary push-button red LED on a short wire harness near the fuse box that flashes in sync with the flasher relay. It keeps flashing even after the flasher relay noise stops.

The horn does not work so it could be trying to honk the horn also. Perhaps some security theft alarm thing? Or the car stereo installer messed up something?
