Default E-Brake light on in dash

Started just this morning and wont turn off no matter what I do. Is it most likely a blown fuse? Cant drive around cause that damn chiming noise wont stop and it would make me want to drive off of a cliff.

it could be one of two things. The emergency brake switch is broken, causing the light to come on, or it could be you don't have power brakes. If it was the second, there would be significantly different pedal feel, and reduced braking. The first is the better chance of the problem. A new switch or possibly unplugging the old should fix it.

are you sure? Because, [for 89], both BRAKE and ABS lights will come on with low fluid.

Well I drove it around for a bit and the chiming would stop and the light would turn off when I was at a stop light but once I started going it came on again. Havent checked the fluid yet but will do so right away. The braking seems fine but when Im at a light and it turns green if I push the gas too hard or fast it seems to be a little bit stuck as if the brakes are being released slowly and then it goes away. Before this light came on sometimes when I would release the brake it would do the same thing so I guess the likely thing would be low fluid. It felt like a shudder in the pedals as if it wasnt fully released yet. BTW I have no idea what a master cylinder is could you enlighten me?

Brake fluid is low so gonna buy some tomorrow and that should fix her right up. Master cylinder is slightly wet as if there is a very slow leak or may a sudden gush of fluids at once but all seems fine.
