Well, let me be honest and just say I know nthing about the workings of cars. There. That'* out in the open. My question is though...that there are paint chips coming off of the bottom of the front of mine. (maroon) There is also rust beginning to appear by the wheels. Is there any way I can get rid of it/prevent it from getting worse? I can't spend great gobs of money though.

The first problem sounds like rock chips cause the front nose piece is plastic so it cant rust?
2nd is the rust just spots or one bigger area only? Dont cover the rust over it will still grow under the paint. The rust has to be removed, then primer, then paint, then clear coat. If this seems difficult take it to a body shop, a small area maybe hard to color match but shouldnt cost much.

If it'* a small enough patch and you wouldn't mind it being off a little, he'* right. You'll get it sanded down past the rust, and then use a anti-oxidization compound that chemically stops and converts any rust left that you can't see. It also helps prevent new rust from forming. Then you prime it, and sand it flat, then paint however you may.

If those rust spots are new and small enough, you'll be able to fix it yourself with little money as BonneMe said. My friend'* 94 had a few spots. He sanded them down and painted them and they are still rust free over 1 1/2 years later. Although he didn't do the cleanest painting job.
