Should I tint my lights?
I wouldn't do anything too dark but noticable, it would be a cheaper alternative to buying 2 new ones.
heres a pic, just imagine them tinted

no, do not use any kinda spray tint for that!! the TAILS can be done safe enough cause they are plastic but iirc the fronts are glass... the tint wont hold to the glass if you want tint to them get a set of headlight covers....

Head light covers aka black-outs are not available for 00+ bonnevilles. Trust me, I've looked all over, noone makes them. If the spray tint would work, I'd say go for it. I think it would look sharp.

96-99 are glass, as are 92 through 95.
I'm not sure of the legality of tinted lights in your state, but if it is illegal and you end up getting caught, you'll end up buying new lights anyway since spray tint is obviously permanent. I know you don't want to go dark, but I think it would be hard to get a nice smooth finish with a very light coat of the spray tint. You may end up making them darker than you planned and therefore increasing your chances of getting noticed by the police.
Without the option of headlight covers, I'm not sure what other option you'd have.

Do NOT tint your headlights. They'll just chip up. And you'll get a ticket. And they'll look like **** in a week.
