does anyone have the same problem with the heat of the sun making the plastic on the dash put a film on the windshield?

The company I work for supplies interior components for pretty much every OEM in the world, up to and including complete interiors. Having personally been responsible for several GM interior programs (HHR, Solstice/Sky, Corvette, Cobalt, SRX, and a few more) I can tell you the issue is called out-gassing, and it comes from all the plastic parts in the interior, not just the IP top pad. Advances in plastics have reduced this significantly in later model cars, but it is still an issue. Having said that, it can definitely be made worse by the use of after market chemicals applied to the vehicle interior, such as Armor All, Scotch Guard, etc.

I used to have that happen a lot when I used to use armor all on my dash. I've since switched to Turtle Wax ICE interior cleaner. It has significantly reduced the film on the windshield and it don't look as "greasy" as it did with the armor all..

no i dont smoke,i tried pledge on the dash,that didnt work..i have the ice wax...my 98 T/A did the same thing,when you ran your finger across it,it was like oily

Out-gassing, learned something new there Roy!
I try not to clean the dash with greasy type cleaners.
Generally soap & water works well there for me.
To keep my dash cooler after parking the car, I use a reflective sunscreen in the front window.
That reduces dash temps greatly and keeps the interior cooler as well.
I know I get smudge marks sometimes from using the shade, but I keep a can of Invisible glass cleaner handy and do the interior & exterior glass once a week.
