Why I shake my head everytime I see someone post they painted their tails with VHT or otherwise. Sooner or later itz gonna end up like that. Any sovent that will take that off is going to F the daylights out of the plastic. I would take a buffer using heavy polishing compound and take it off. It'* gonna be tedious and you dont want to heat the plastic to the point of marring it. Then go to a lighter grit , and hope for the best. I seen several people at a recent meet take clouded headlight and tailights back to new looking with a Porter Cable buffer. I would think if you did it long enough, the crap will come off.

I have been using a buffer with polish and it seems to help a little but really no change
I went to the junkyard and found a replacement but wanted to buff it a some more and see what happens

I agree with Venom...
One thing you might try is some non-solvent based paint stripper or decal remover. The other option of course is replacing everything...which will set you back about $600 or so.
