I was a Napa last night and they have headlight/taillight polishing pads that are supposed to work on pitting/scratches. Made to be used with a cordless drill. Was $10

It depends on whether they are just dull or pitted and scratched. If the are just dull, but smooth, you can use almost any polishing compound and, if you don't have a buffer, use elbow grease. I did mine with some Black Magic metal polish I had around (you can also get little 99 cent packs). 30 minutes and some elbow grease (exercise) later and they looked fine.
