Default Clear coat fade

the sides of my hood. and most of the front quarter panels are starting to fade. Its like they have 10 million small scratchs all over them, almost looks like cut polish was used. You can see tiny spots of clear coat on the front panels were it meets the hood, then as you go down the panel you can see the clear coat get better. What can I use on this to bring the clear back out, it still shines when its waxed, but not for long. I also used Meguiars swirl remover, it worked great but even when its sealed down by wax and polish it doesn't last long. Is there anything out there that will help my problem?
