Failed inspection, or rip off? Bushing and sway bar
Took my Monte SS in to get the yearly required state inspection we have here in PA. They failed it, saying the left front lower control arm bushing was bad, allowing "metal on metal" contact, and also because "left front stabilizer bar broken."
Attached are two pics of the left front stabilizer bar, and of the left lower control arm bushing. I see no metal-on-metal contact.
I also see no cracks or break in the stabilizer bar. All orig equip, 82K miles.
I didn't let them do the work, because I didn't believe them. It had been inspected last year and passed, and since then I put less than 300 miles on it (yes, 300).
But before I make a big case out of this with the state, I wanted to ask for other opinions, to make sure I'm in the right.
Does the control arm bushing look to be failing?
Is there some way the stabilizer bar can be bad and not look obviously so?

Can't quite tell what'* going on in #3, but the stabilizer looks good in the other two pics. I'd take it to a different shop.
