Unhappy STILL having oddball electrical problem -- help?

Hi all,
I'm STILL having the electrical problem I wrote about in my post last week. I just spent the better part of the afternoon in the middle of a rainy parking lot wrestling with the ignition switch, replacing it with a brand-new one per Billboost'* suggestion. I followed detailed instructions I found elsewhere, and after finally getting it connected I hooked up the battery and.....NOTHING.
Here'* what I know at this point:
This time around, unlike last time, the little red light on the stereo slowly flashes on and off, and the display reads "LOC" indicating that the security thing locked me out of the stereo because I disconnected the battery. Fine. I can deal with that later. However, as the red light flashes I hear a quiet clicking, like a relay, coming from under the left end of the dash. From what I can tell, there'* a junction point of some sort above the hood release and the clicking is coming from that. Also, as it clicks the driver'* footwell light comes on very dim and the tach jumps to about 200 RPM. Beyond that little ray of hope, there is nothing else -- no interior lights, ignition chime, nothing.
Oh, and one more thing. I'm trying this without having re-installed the under-dash panel (or plugging in the two plugs there that go to the fog light switch and the */C boost/MPG etc display. I also left off the top and bottom column covers. I was figuring on getting it running, driving it home, and finishing trimming it out in the comfort of my shop with the beer fridge close at hand.
Am I missing something here? Should I have put everything back together before trying it? Is the clicking I hear telling me that something in that junction point is screwed up too?

You really need to check the voltage at the starter. I still say this sounds like bad battery cables.
