Default Amplifyer Spec Standard ??

Why don't they make standards for them? I noticed that a lot of them would claim MAX Wattage, but some don't even give RMS ?? I'd also like to know since I know that Amplifier manufacturer can stretch the truth to sell their amp by stating a higher Wattage level ( and you can't really hold them to it in court or legally ) cause they simply B.*. and say well.. you would get this wattage if you use (x) long wires, (x) gauge wires, (x) type speakers and so on and so forth? Why don't the Audio world ( which is huge.. everyone owns a stereo or three.. ) make some legal legit standard to test and claim each amplifiers true output? RMS and or Peak Max Watts ? I think that would be really beneficial to all customers ( and probably even smaller companies or no name brands to actually sell their products ). Keep in mind too is the Distortation level. My question to all also would be what'* the Class A,B,C, H and so forth of Amp mean ? humm.. maybe we should make a lil Audio Dictionary in this forum ?
