This looks like a 2000+ procedure. The newer radios must be matched with the VIN in your car. The 92-99 radios don't.

U guys do know there is another and much easier way around that LOC feture to the Bonnie radeo's.. right? here's what ya do.... hook up the radeo. or what ever u r doin... it will say LOC.... now.. open your pannel to your fuses, pull the one for the Radeo, and put it back, it might still say LOC, do it again, and again till your system resets it'self... nice and easy... i've done so manything to my little o'l car where i had to remove the battery cable... i just do this every time.. only takes a few trys and boom.. it's unlocked... :) easy and simple... have fun

I think there was some confusion here about what year we were talking about. 91, 94, or 00? After reading this through the second time, I know it was the 91, and I thought we had a procedure for that here? Anyway, glad you got it working!
