Default Bad ground on a 2000 Bonneville?

Hey whats up, long time lerker and first time poster here. I have a problem with my Bonneville. Its a 2000 Bonne, has been pampered and taken care of all its life as a family car. My dad gave it to me when I got a job a few years ago and I decided to get a stereo installed into it. Now I'm not talking some super fancy thing, it was just so I could listen to CD'* while I drove so its basically just the stereo and the GM adapter kit no amps or anything (Kenwood Model #: KDC-MP232). About a month after I got it installed the car started to have problems, when I turn the key in the ignition all the normal lights come on and everything seems normal but the car does not turn over. Eventually after turning the key a bunch of times the car start up tho, and it has every time since then. There is never any pattern to when it starts up, some times it takes a few tries some times it takes a hundred. At the time I got the stereo installed the owner of the shop told me he was missing a piece for my car and if the thing had trouble starting up to come back and see him. Well its been about 2 years since then and I feel kinda bad for letting it go so long. Not to mention I'm sure the guy wont remember me. So I want to fix it on my own.

My guess is that the stereo is grounded to the ingnition or in some way that is hampering the car from starting the engine normally. I've attached some pics of the current place the ground wire is connected to. Its below the steering column but I'm not sure what the wires it is connected to are for. Sorry the pics are from a crappy cell phone camera, my main camera'* battery is dead.

Edit: After reading up here on the forum I'm not even sure that is the ground wire in the photo, but it is the only wire splice I can see.
