Default Audio Controls on Steering Wheel

I need help. I have a used 94 and the steering wheel audio controls dont work. The guy I bought it from said the fuse was toast but I checked and all the fuses are fine plus I dont know which one it would be. I am not technical at all and have no clue where to start. If you have ideas that would help, please go into great detail cause I have no clue what I'm doing. oh, everything I have is stock. CD player w/ equalizer
