how do i know if i need a rack and pinion
 

my car is making a whining noise from the steering and making left turns it gets stiff on me i took it to a shop and they said that could be it but some body said to check my high pressure hose first

did you check the fluid?

yeah i did i t is full but my high pressure hose is filthy as though fluid is leaking so i dont know

The high pressure hose sometimes develops a leak where the metal tubing from the PS pump connects to the rubber hose. I doubt that would cause your noisy pump, however. I just ran into this with a friends 2000 SSEi. Replaced the hose, and the pump. Tried 2 re-manufactured pumps that were noisier than the one I pulled off. A used one from Ed Morad quieted things down.
